France - National Railway Police Service (SNPF)

At the beginning of January 2006 the Minister of the Interior decided to create the National Railway Police Service (SNPF) as a result of serious incidents on New Years Eve on the rail link between Nice and Marseille. Disorder and the aggression of passengers committed by thugs highlighted the need for better coordination between police forces responsible for rail system safety.
Two ministerial orders, one dated 27 June 2006, amended 1 February 2011, and a ministerial circular INT/C/0600084C of 28 September 2006, outlined the organization, the missions and the functioning of the SNPF. Its link with the Brigade of Railways was published 31 March 1990 and restructured 23 June 2004 after the creation on 1 October 2003 of the Regional Transport Police within the Prefecture of Police of Paris.
The recent introduction of a national plan for transport security published in circular NOR IOC K 1005601 J on 22 April 2010 encompassed all transit (rail, bus and tramways); increased considerably the role of Prefects; and it created new entities: a national committee for transport security with sub-committees in assigned zones, all under the direction of a unit responsible for the coordination of transit security attached to the DGPN.
